This depends largely on the type of dispenser and the brand. Manual pump dispensers are fairly simple and evacuate air out of the tube that goes into the liquid soap when the pump is depressed, creating a negative pressure vacuum that draws soap into the tube and out of the spigot. Automatic dispensers are a little more complex.
Some burst infrared or microwave energy out of a sensor and dispense soap when the presence of an object bounces it back into the sensor while others use a focused light or a laser with a sensor and dispenses the soap when the presence of a hand is detected in the beam.
